This is a semaphore telegraph . Standing on the highest point in town , a mountain called Signalen , this was once a part of a communication system that went all across the country . Similare devices have been used all over the world since ancient times . I found several names listed as the inventor of this one , and I'm not realy sure which one to trust . Claude Chappe invented an earlier model . Abraham Niclas Edelcrantz designed a similare one . Two officers , Juell and Gloersen are also named . This particulare one ( a copy maid by Norwegian Telecom Museum ) is said to be the invention of Seacaptain Ohlsen who lived in Stavern around 1800 . With 6 shutters , 3 alternativ positions each , it can deliver 729 different signals . It also offers great support when you're trying to take a picture . Beware , it's been treated with sticky , black tar .
