Awesome picture. It is very well balanced and has a perfect eye catchers.
The exposure is just long enough for you to still the the cabin's and not just a circular blur. On the other hand I think the building on the right are a bit to bright for me. And they seems due to the overexposure less sharp then the rest of the picture.
The water at the bottom adds a really nice peaceful contract to the rest of the photo which you can see back in the sky. This works very well for me.

Oh I love the london eye. Itd be intersting to get naigra falls at night in a longer exposure. Or maybe even a waterpark. I love how the london eye is so smooth yet still has texture to it
