He isn't, this is part of an event where randomly selected participants are assigned to kiss each other on the cheek, which group members know about.
Torio is uncomfortable kissing anyone, so he went with the least offensive route possible.

It's an event for Moonrise, called Mistletoe Roulette. Every year we've had a Mistletoe stick, and this year we decided to implement it into the actual event. Members were asked to sign up their OC and we randomly paired people up. Honestly, I think this comic is adorable and Lucretas put in a good effort to show his OCs uneasiness with kissing someone else.
That said, please stop stalking our members, thank you.
