You need three things:
1. Rope
2. Model who can put her hands in this position
3. Rope tying skills
Judging from your gallery, it seems that number 2 won't be a problem for you.
For number 3, I suggest ShibariCon in Chicago [ [link] ]
For this photo, I started with a basic three-diamond body harness (a hishi karada) [ [link] ]
Next I tied the wrists and with a double column tie and ran ropes to loops above each elbow, using the karada as anchor points.
