Not only Marvel. There are quite a few characters from different publishers running around with that name. That's what you get if you use a term that cannot be trademarked...

I love Marvel's, but I've never seen the others. What publishers are they? I'd be interested to check them out.

Uh, now you got me. I can't instantly name all the publishers but I'm fairly sure to have seen at least one Union Jack in a french graphic novel. But even if I'm wrong and there aren't that many characters with that name as I thought - the term Union Jack is common language and should as such not be able to be trademarked. *fingerscrossed*

I know nothing about the character, but I believe there is a "Jack Staff" whose costume is based off the Union Jack.
