City 24 is not the only secret city owned by the Wolfenstein's Order . New Paderborn was the original secret town where the Wolfenstein's Order was created after the first World War.
The City is well hidden in the mountains, surrounded by massive stone walls, constantly guarded by elite guards, robots and some say creatures not from this world. The town is notorious in the W.O. higher ups for the creepy and supernatural feeling; it is believed that rituals and dark magic was ( and are ) practiced in this town, producing questionable results.
The town itself houses the elite of the W.O. and their guards, there are also a church and a big Castle, used for gatherings and parties.
What we see here is one the many heavily guarded checkpoints in town
