This particular hair piece is the Brisk Hair from ~RFB~, but I've taken it apart and rebuilt it, then applied the inflatable toy texture.

Ah Alright. So its part custom then. I've been looking at making an Inflatable ONA Kobold. But other then the pooltoy ears/tail i've not been able to find any proper hair parts or even body textures that have the proper seams on them and such. 

Do you happen to know if there is stuff like that out there?

There are a few inflatable style mods for the kobold out there on the marketplace. They should come up if you search "kobold pool toy", and most will have a nice normal map and/or texture you can use. Hair is a bit harder, and it's generally just trial and error - try demos first to make sure it will fit the kobold head, and be sure the full product allows modding before you buy it.
