The Commissar (Russian: Комиссар) Class Pilot Vessel is a secondary class of warship currently in service within the Soviet Navy . Specializing in political- and morale-related functions, the class operates as a supporting element in capital strike groups and patrol flotillas. Commissar class ships are predominantly deployed on the outskirts of USSR space, ensuring the loyalty and combat effectiveness of forces far removed from the soviet's centers of power.

Fielding only minimal armaments, the class is not designed to participate directly in anti-starship warfare (ASW). Its advanced communications equipment and a shuttle bay do lend it some utility capabilities, however.
