Personally I think it's a reasonable idea that Oshawott's shells might be Pokemon. The disturbing part would be that Floatzel's floatation devices would also be Pokemon...

If by a "certain Pokémon" you mean the Oshawott family, that is incorrect.
The shells of the Oshawott family are grown by the Pokémon themselves, and are made of keratin.
