This dude's probably a bounty hunter after whoever just crashed/was shot down (probably by Mr. Orange himself) ahead of them (where the smoke is billowing from) but...
...there are also big game hunters who hunt alien creatures for sport (also probably for money in some places) and settlers who occasionally come into conflict with the native fauna of wherever it is they've settled (Settlers probably also hunt for sport/food too from time to time, supplies can be expensive on the edge of explored space and entertainment can be hard to come by).
