Dreadlocks seem pretty confusing. I think I'd use yarn for that.

For hair layers, I usually start with a rectangular piece of fabric which I pin to the plushie's head and proceed to cut little triangles from it until it looks nice. Then I put a smaller rectangle on top and cut that one too (and so forth until it looks correct). I don't know how helpful that is, but that's how I do it
