The level of detail is impressive (that could be, and most likely is, an understatement), and you have reminsded me of something that I have seen before. Might I enquire as to the purpose of those little window-esque things?

I've played games where it felt exactly like this. A tiny, self-contained world in a box, existing to be explored, developed, saved and/or conquered, and then moving on to the next randomly-generated one. This piece evokes a lot of nostalgia for me.

I'm considering to buy a tablet maybe from Wacom, Any advise ?

you cant do anything wrong with the intuos serie i think. if you are new i think even the basic wacom tablets with pressure sensitivity will be solid. So its depending on the money you want to spend. I liked the Intuos 2 and 3 the best.
