The year is 2021 in Tokyo. The city has advanced thanks to the Apollo Corporation, a company that focuses on furthering the development of art worldwide. During their experiments to make paintings become animated so people can see how exactly they were drawn, the experiment backfired, and gave the paintings sentience, allowing them to detach themselves from the frame and started possessing people to do their evil deeds. Fearing this might happen, ome of the scientists named Mira, developed a system that would allow anyone to fight these beings that the corporation named "Artsters". A young upcoming art teacher named Ogawa Toshiaki finds the Mira beat up, with her help and the Rider System she developed, Toshiaki will fight the Artsters as Kamen Rider Splash.
