In this case, probably. The fractal trap (the shapes) do not change from iteration to iteration. This means you could do the fractal steps in an image editor and still replicate the technique. In photoshop, it would be a matter of recording your actions and repeating them through the action pane.

For instance, you could copy a base shape, re-size the selection and paste it where you want the next iteration of the fractal to be. If you record those steps, you can do it all over again, except the next time around it would pick up the new elements, and place it where you originally placed the first copy.

Here is an example tutorial that walks you through this sort of thing with the pen tool. [link]
