The DOF on the background really sets him out from the rest of the image. The hotspots that may otherwise be seen as perhaps an issue are rather fitting for this considering it's shot at a beach. Likewise, the capture of texture within him both of skin and hair keeps them from turning this into perhaps a weaker photo. If it were extremely smooth, between the hotspots and DOF, it may not look quite as good.
The expression, the joy, it really does capture the vibrance and carefree life of youth. Even his hair says soething of the age, not really caring what anybody else may think (though yes, even the most "fashion correct" people will let it slide when at a beach quite often. Well done.
