This is Furude Rika from Higurashi No Naku Koro Ni Rei Ep 1.I'm sorry about the background flaws, but that is because it was moving al the time. I made multiple screenshots while playing and put them together. I did what i could so i hope everyone likes it.

Yes, Rika is still over a 100 or maybe even 1000 years old mentally. But she's still a little kid in her current body (disregarding Frederika Bernkastel in every way here). So yes, she is still a loli in certain terms.
Although the dude's comment was a bit creeperish, I was likely:
1. Did not watch that episode of Higurashi Rei.
2. Did not understand Loli/Lolicon.
Most people's comments on this picture where like that, so I don't understand why I even commented. I think Rika looks beautiful in her own way here. (Even though I liked Mion's swimsuit the best.)
