The man is the Titan Prometheus, who stole fire from the gods and gave it to man. His punishment was to be chained to a rock and have his liver and/or other internal organs ripped out and eaten by a giant eagle, but by dawn the next day, he'd be completely healed and the process would repeat. I'm not sure who the women are, however.
