This looks amazing! The colors are placed accurately, and cover the character's design quite well~.
This being a copy, it is somewhat difficult to see just what skill level you are at drawing-wise.
But, the anatomy and proportions seem accurate, following the show's style, that is.
I must say that I really am impressed most by your shading and coloring skills, which is something that I need myself. x3

Well, what I normally do is just look at people's pose studies and try and draw from those to help get better at anatomy~ But sometimes, I just go outside and draw things, or people, that I see!
I think drawing from life, and just studying anatomy will be your best bet~. And once you have the drawing style you desire, coloring and such will just be trial and error because you'll get better over time!

I like this piece a lot! You did really nice on the shading and folds. The proportions are very good. Something you could have done was the 'shine' which would make the piece look more alive than it already is, but again this is not required. You could've shaded the hair a bit more, it would've made the piece a lot better! ^-^ Also, the right leg is out of proportion as the bottom part is a whole lot more skinnier than the thigh, but I don't know if maybe you did this on purpose.
But very nice job overall :3

As it was said, I'd really like to see your own works, because they show more and helps to improve faster, but a tip: If you're copying, copy real ART, I mean, If you like anime, you can search for high quality anime artworks on pixiv or konachan or even here on dA (of course, I'm not trying to force my own standarts on you, but your picture looks pretty simpe and don't shows much anatomy and shading), and you'll have higher point of achievement : )
Also, you asked about lineart and colouring. I like the lineart, it's pretty accurate, but the olouring needs work. Shades will look better ifb they have diffrent levels of depth and are more smooth.

As it is a copy, I can't tell much about your skills.
But the things I do see are, that you have a firm hand - the line-art is neat and pleasant to look at. and the colors are also applied accurately and well inside the borders. Yet other than that - I can't tell anything, especially because I haven't seen the original piece you have copied from.
I suggest instead of copying to draw something on your own, or reference, if you aren't sure about your own skills, that will teach you a lot more than any work of copying will.

but prints of anime characters are forbidden since you do not own the character. At least thats what dA rules say

I dont know what exactly you mean by a copy
however the proportions are very nice and the perspective too, his right arm is a bit thin but since its Rufy i doubt this really matters he can stretch anyway
The shadows are placed very nicely and the quality of the work is very good especially for a traditional work.
The colours picked are very nice and fit the character, i would only add that the hair looks plain dark you could have used a dark gray so you could still make shadows in the hair making it fuller, like you did on the rest of the body, also on the little puff you could have drew more lines making it look softer.
Aside of those minor "mistakes" i believe this is a very good drawing
