When you think about it, it IS art. People get hired everyday to do photo manipulation, it may not be to this degree, but almost every photo you see in magazines or ad's online are manipulated. It's a skill that people so make art and a career out of.

The artists in the magazines are the photographers. Depending on the magazine usually someone else will do the manipulating, either way it is a process with specific guidelines on how the product, in their case the models, have to look at the end. Thus it is not a creative process.
