Being no more than art appreciator I can't comment on the technique, but I can comment on style - this is an awesome piece.
Very sad, depressing even, in terms of both the atmosphere, the colors, the pose...

that can be done better.

As someone who is still trying to get to grips with P5's material room I'm really impressed by this! The only thing I would say is I'd like to have seen some actual rain falling too

has hit the ground and you can still see the ripples on the surface
but no rain falling

A simple node set up in Poser 5's material room...
See RainNode for a short "how to".
The most important part is the rainmap, which is a greyscale of the ripples created by rain on water.
You can create something in Photoshop or use a photo.
I am still trying to get the effect with Poser's wave deformer.
