Afterwards, I researched and found out who she was. But, yes, I see the resemblance.

No that's Chirpy Hooves she's a filly from Trade Ya who looks almost exactly like Derpy except for her eyes (which you can't see right now) and her tail which has duller tip points and a light streak in the middle.

She's been adopted by the fandom as another daughter of Derpy.
