Thank you for your kind critique. I'll be the first to admit that I have a hard time withholding detail where it is not needed. In this case, I wanted to give the background a "realistic", lived-in look, as to not make the presence of the "important" elements seem forced. This explains the lit windows and the trash can (which I included as a way to tell the viewer that the street Fluttershy is entering is a back alley). You could say that I prioritized what you called "character" over the background immediate perceptibility, and decided to trust the viewer to guide themselves from the piece's outlines to the intended "hidden" features. From most of the reactions, it seems like I was successful with that. I am sorry that my approach did not resonate with your particular sensibility.

Huh. I'm terrified. Now for critique... Straight off the bat here; everyone here has praised using the background to build up the image Flutterhulk. Rightfully so. It's very well used here, both creatively and constructively. By using the composition to help build up two images in one seamlessly, it gives more room for details to be added, such as Fluttershy (or Saddle Rager) walking down an alleyway with the cityscape in the background.
While the detail and composition are good in that area however, more attention could have been given to the border where the quality of the line work wanes, most notably on the left wing. Call it a nitpick, but detail should be applied to both the main image and the smaller details that surround it.
That aside, the originality is good in that it takes an existing character and portrays it in a way that thinks outside of the norms of design. Composition is good in coloring, lighting and shading apart from the small outer details. Impact overall is strong in that it makes you look at the image and realize how these two polar opposites have been put together in a way that makes you look twice.

Extremely creative. I like the cracks that form the rips in the Rager's suit, but I can't decide if the streetlight eyes or the sunset mane is my favorite part.
She better be careful; alleyways in the big city can be dangerous.

her turning into flutterhulk is best moment of seasonm 4, I like how the entire pic has the shape of her monster form and the street light serves as her eyes! and the walls with the cracks in them making it lk like her dress does when those muscles bulge...dude I'm gonna watch your account from now on this is a masterpiece considering all these details

I'll still love her when she's angry. Her transformation still gives me chills when I watch it. Her speech was awesome and totally spot on for her character. If they could make any spinoff of ponies, Power Ponies would be my choice!

WOW. I didn't liked the character they choose for Flutters. But I adore this picture. Idea is great. Cracks on walls, lamp, shadows... Even sky color. This is great concept and this alone should give you first place . Strenght lies here in simplicity and details creating whole image. Man this is just perfect design!
