For the character part make a new layer, add the color, if you want add the next layer with the ripple texture above that. Then clip the layers(the button that makes it look like it's inside the layer) that have the color & texture then mess with how see threw you want the layers(color & texture)

Umm... I'm really sorry, I never used gimp before, and never make a full drawing with paint tool SAI.
I think you can do that with SAI, though not all with the same technique as describe in this tutorial.

Wow... it looks great

You can add more front lights to make it look blend more with the background and make some shining glowing effects on the light exposed part of the body.

I think you can do almost the same thing with SAI not just Photoshop.
But I don't really know for sure...

I think so... yes.
Cause I only used "basic" tools.
But I don't really know for sure, I never use CS3 before....
