I should have the tablet version of this sometime tomorrow, time permitting. I apologize in advance if there are any spelling mistakes. It's 11 pm and I'm super tired. x_x

As in the basic structure when I sketch? Just a large circle and then I stick a squishy oval to the lower half for his jaw. I place the nose and then work all the other features into place.
If you mean in general, that's a bit harder to answer since the way I handle heads varies from character to character. They all start with a circle though.

i always use Panittool SAI you have stabilizer and if you put it on max you can make PERFECT lines!! :3

Ah, I forgot about that feature! o_O
GIMP has something similar, but I think I turned it off since it kept smoothing out my lines too much. Ctrl+Z is my best friend xD
