Description bkno   had this idea:
"Who is Flash Beyond? Maybe his/her archenemy would be The Rogue. A criminal who uses weapons inspired on Flash's rogues. ALL OF THEM!!!"
I liked it so much I doodled idea here and there in waiting rooms and such.
The Flash Beyond is named Danica Wilson (I think) and she from an early age could see and hear the "speed force ghosts" of Jay, Barry, Wally, and Bart, all the past Flashes connected to the Speed Force.  She also currently works at the Flash Museum.  So my thinking is that this guy also works at the Flash Museum, and idolized the anti-heroes the Rogues.  Bad guys, maybe, but they had a code and never crossed it and also helped the city from time to time.  So this guy, after the emergence of the new Flash, steals from the Rogues wing of the museum and takes all the Rogue's antique weapons and gear.  He, like the Rogues in their prime, has no powers of his own.  And he uses this tech vest with extra robot arms to help wield all the weapons at once.  He also has a boomerang launcher on his vest as well.
Not to get too storytelling with his character, but I would imagine that he would be like the Rogues were in their day.  With a code, and since it would be in the Beyond universe maybe that would mean no killing.  Or at least that would be his goal.  He may just want to have that sort of fun he imagined the Rogues having back then, like how people today imagine what fun it must have been to be a pirate.

This is sketchier than I would have liked it to be, or what I would do in a commission, but I don't have time to flesh out this sketch.  If I was doing this for cash then I would, but for fun I don't have the time.  Anyways, I was unsure of the colors used here.  I wanted to get all their colors in but the rogues each had their own, Captain Cold was blue and white, Captain Boomerang was blue and white, Weather Wizard was yellow and green, Mirror Master was green and orange, and Heatwave was white and orange.  So it would end up looking cluttered I think.  I used blue as a sort of opposite of the Flash who wears red, but I don't know if it is the right color for "The Rogue."  Maybe he should be orange and black, or maybe green.  You tell me please. 
I also used black because its a big color in the Beyond world.  Batman, Superman, Joker, Warhawk, etc, black is a predominant color used in clothing there.

Story Idea: What if he is related to the Trickster? Being a rogue without any one gadget, and one who's outlook alienated him from both heroes and villains, and the fact that (in the Justice League cartoon that is canon to the same universe as Batman Beyond) the Trickster was pals as much as arch enemies with the Flash me have nepotism-ed his way into a position at the Flash museum?  Just spit-balling

I like this a lot! I always imagined a gadget hero using all sorts of gizmos and toys to fight crime and this would be the design I would use similarly. But this works even better as a flash enemy! I like how he has all of the rogues' weapons out and ready to use!

I take it the box thing on his shoulder fires boomerangs? And that his arsenal keeps growing as he discovers more rogues the flash fought?

Yup, I actually realized I forgot to mention the Boomerang launcher.  I fixed it now.  I agree his arsenal should grow and change as he steals more old antique Rogue weapons or as he begins to favor a new weapon, like one week he is in love with the Cold Gun and the next he is using Prankster weapons.

Awesome! And just wait till he gets to Grodd's inventory DUN DUN DUUUUUUN!

Also, I think you're doing the right thing with blue. In History, Captain Cold is often considered Flash's number one enemy and Leader of the Rogues(in most cases). I think going with blue would be like he's honoring the memory of one of Flash's biggest and well known enemies. Maybe even have it be a neon blue to show it's all futuristic and a stuff?

Neon blue would be a good idea.  I did make it blue for that reason and also because Boomerang was hardly represented.  Thanks.
