Yes this is a Sonichu Reference, I'm not sorry.
Anyway, he's kinda like Cell from DBZ, but like... without the Vore. He's entirely biomechanical, so he's all synthetic despite imitating natural muscle tissue and physicality, among other things, almost perfectly. Obviously there's the eyes and lines, which are an obvious giveaway that he ain't Mobian, but for all the right people would know, that'd just mean he's a Void Demon or something like that.
This also means that I have an excuse to allow him to Knuckleblaster his enemies. ULTRAKILL is a fun game, go play it.

Oh and he knew Gene, I haven't really figured him out that far yet tbh. Like, of course they knew eachother, but how. I imagine he'd fight alongside Niko and Gene, but still... Hm. For later.
