Actually the style of the turks is a bit different. I highly doubt they are wearing vest's underneath their jackets.

Have looked closely how Zack is standing? While Cloud is really standing upright, Zack is leaning on the Bar with his legs stretched out before him. That's the reason for that height-difference.
