Celestia loves Luna. More than anypony else... more than anything. She and Luna are two of a kind, they're sisters, but more than that they're immortals and they're rulers. Even if they could allow their citizens to know their true feelings, could a mortal pony possibly understand them? REALLY understand them? They're soul sisters and that's what made the banishment so hard.
It's not just about being separated. It's about being separated for such a terrible reason. In my story, Luna wasn't wholly responsible for becoming Nightmare Moon, but even within canon, Celestia feels responsible for being too late and too powerless to save her. In both cases, she can't forgive herself so she doesn't believe Luna can either and yet she hope with all her heart that somehow, someday, things will go back to the way they were.

In my headcanon, she's not the product of mistreatment and this comic is consistentwith that. Really,all this comic shows is that Celestia has real feelings and feels reponsible... whether she actually is or not.

The only thing I don't like about things like Lullaby for a Princess is that it paints Celestia as feeling guilty. Guilt for not helping Luna sooner and guilt for doing what she did to stop Luna.
I don't agree with that view because everything we've seen on the show paints Celestia as long suffering, gentle, and kind. And Celestia and Luna's reunion after a thousand years apart doesn't have Celestia apologizing, but asking for Luna to accept her friendship. That's something you do to give somebody else an easy way for *them* to apologize - which is exactly what Luna does.
I think Celestia felt deep sadness and regret for having to do what she did - but I don't think she blamed herself for it at all. But I don't think she really blamed Luna either. I think she just wanted her sister back, but had to first and foremost make sure that she could care for her subjects.Β All in all it's the difference between regret and remorse.
There's that old saying "Heavy is the heart that wears the crown." Celestia embodies that pretty darn well, and does so without showing that burden to anyone else.

It's interesting what you propose. However, can you ever watch a beloved friend or family member turn dark and twisted without feeling as if you didn't do enough? When someone you love turns to drugs or suicide, is it POSSIBLE not to blame yourself?

To not blame yourself? Not likely, but we're talking about someone who's had 1000 years to go through the five stages of grief. And accepting that others are ultimately responsible for their own choices fits as part of the acceptance stage.
As harsh as it may seem - the cold reality is that Celestia wouldn't be at fault even if she'd rubbed it in regularly how much more the ponies loved her than Luna. Luna is responsible for Luna's actions, and nobody else is to blame for what she did beyond that.
It would have been cruel if that were the reality, but it doesn't suddenly make doing the wrong thing right.
However, given how we've seen Celestia act, the most likely reality of the whole situation is that Luna kept her misery hidden from Celestia. They seem to love each other very much, and I don't think Luna would have been willing to rain on her sister's parade with her problems.
My best guess is that Luna's misery and unwillingness to go to Celestia with her problems created the weakness that made it possible for the Nightmare to get in and corrupt her. After all, it wasn't until after the Nightmare had taken roost that she turned on Celestia.
The comics might completely contradict me though, meaning I'm completely wrong, but given what's been on the show itself - this is the best I got.
