About the first panel, from left to right: Prussia, Croatia, Hungary, Slovenia, Romania, Russia (back term), Macedonia, Bulgaria, Montenegro, Turkey, Greece (back term), Albania (my OC. Sorry for that- ____-), Austria, Serbia and Bosnia.
A strange panel, I know. But world those days was even more complex. I did my best. Promise.

The Balkans in 1908

Ottoman Empire

"Europe´s ill man" knows that he cannot keep hegemony in the Balkans anymore. Since 1821 Turkey has been losing his posessions in Europe. First it was Greece. Then were Serbia, Montenegro, Romania and part of Bulgaria in 1878, after the Treaty of Berlin. He still keeps Macedonian territories, Albania and Bosnia, though, by the Treaty, this last one was going to be administered by Austria.
In 1908 the old Empire is dying because of inneficient administration and corrupt officers. That year, the "Young Turkish revolution" tries to make some changes, but it finally creates a lack of power.
Serbia, Montenegro, Greece, and now Bulgaria, want the Turkish territories and they are going to unite to get their goal.

Austria-Hungary

In 1908, Serbia was not Austria´s friend anymore. Serbia is now closer to big bro Russia, and Montenegro is close to Serbia. Both want supremacy in the Balkans, and Bosnia is natural way of expansion. Also, it was populated not only by Bosnian Muslim but Croat Catholics and Orthodox Serbian, whose main wish was to create a great and unificated Serbian nation.
Meanwhile, Croatia and Slovenia are under Austro-Hungarian authority. Surrounded by Slavic nations, Hungary has conflict with Romania and struggles to keep Magyar´s supremacy in the Empire. Croatia and Slovenia are influenced by the Pan-Slavism and nationalism is arising among them too. Croats have special treatment in Hungarian politics, but, when the annexation of Bosnia, Croatia was not consulted :/

But Austria had bigger problems with Serbia, a real menace towards his interests in the Balkans. So, Austria´s solution was to annexate Bosnia, as saying: "Cannot touch, Bosnia is mine now". Bosnian Muslim and Turkey protested, of course. But Bosnia had been under Austrian care since 1878, Austria has improved Bosnian economy and infrastructures, and Turkey had no real hopes about recovering this territory. Actually, Turkey was more pissed off because of Bulgaria´s independence.

Russian Empire

The Treaty of Berlin gave Austria the right to administer Bosnia, but not to annexate it. France, Great Britain and Italy knew that it was a violation of the Treaty. The solution was to modify the 25th Term in the Treaty of Berlin.
What happened among Russia and Austria is not really clear. In order to guarantee Russia´s neutrality when the annexation, Austria promised to friendly discuss the 29th term of the Treaty with Great Britain, in order to consider the interests of Russia in the straits of Bosphorus and the Dardanelles.
When asked about, England, main sea power in the Mediterranean, just answered that "it was not the moment to open the straits to Russia".

And Russia felt fooled... and furious.
