Where was this? I've been scuba diving many times, but never saw a whale in person!

I saw a pod of dolphins one time, though, and even heard them talking to each other in their dolphin noises!

Commonwealth of Dominica. Yes Namu, permits are for in water interaction (at the Sperm Whales behest). Try it without a permit and go directly to jail.

Permits for in water interaction with marine mammals here are issued by the government and are extremely limited every year. I got 3 this year. This is from week one, today was....awesome.... tomorrow who knows.
