You'd think that with a deadly disease spreading that everyone would be climbing into maws like flies. However, most people refuse the rebirth. It's ether because of moral reasons, they think it's disgusting, or some don't believe that the disease is real at all.

There is a law, however, that if enough family and friends petition for a person to be reborn, then they'll be forced to by the P:R leaders. They will pick a predator for the unwilling at random and let the pred do the rest.
