2B has higher tech due to the massive gap between the years. Raiden has a more durable body with the upgrades, and his HF Blade's hax at molecular destabilizing. However, some of 2B's weaponry including plug-in and pod programs have Maso imbued into them, not all, but some of them, which can play in her favor at causing harm to Raiden.

Her pod programs such as MBarrier will negate Raiden's physical attacks, while slow will slow Raiden down, her repair program will keep her in the game, and she basically has unlimited stamina due to being an android where as Raiden can run out of fuel.

Her Pod(s) can keep constant fire on him, while the laser pod can slice him in half. 2B's body should be on the same level as Raiden's body. Raiden has speed, and skill advantage over 2B, but she is highly more versatile when it comes to weaponry. Her plug-in chips such as offensive heal will heal her as she causes Raiden damage. Overlock will also Raiden down up to six seconds.

Raiden's blade mode however, will exploit a weak point within 2B, and Jack the Ripper personality, can overpower 2B. However, blade mode runs on fuel, and Jack the Ripper mode doesn't. 2B's disability should be comparable to 9S who was blasted over the horizon while he road on a missile, and took more of the direct hit. Raiden should be able to survive the same, but unknown. Now if you believe in the mountain level feat on VSBattleWiki then she is comparable if not stronger then A2, who took a blast that destroyed a mountain.

My verdict is that it can go either way, or it ends in a draw. Raiden's sword hax, and upgraded body will keep him in the game, and be a massive threat to 2B. Ripper Mode, and Blade Mode can overpower, and possibly exploit the weakness of 2B. However, she has plug-in chips, and pod programs that can heal her, along with having few weaponry that is Maso imbued, which can probably harm Raiden. However, he has more skills and speed over her, she is no slouch in those departments, along with having a more versatile weaponry. Her pod(s) can keep constant fire on him as she rushes him, the laser pod can most likely cut through Raiden, but he isn't stupid enough to test that theory out, and will evade and attack the same time.

It comes down to if 2B and kill Raiden, or hold out long enough for him to run out of fuel, which she most likely can, but Raiden can kill her just as easy as she can kill him. So it's either 2B kills Raiden, or waits for him to run out of fuel. Or Raiden splits her in half.
