they are awesome
you can also add your own textures into SAI, I believe.
It involves putting things into folders...I never tried it yet so I don't know XD

If you don't have the texture files, follow this:
go into your sai folder and find 'papertex' folder, or make one if there isn't one already.
here are all the texture files:
just save them to that papertex folder :3

I use paint tool sai 2 because it works better on Windows 64bit, but it doesn't have the fringe effect lol;;; Do you have any suggestions on recreating the effect anyway?

Hi! You can still use a marker type brush but you'll need to go back and darken some of the edges for that dried watercolour edge kind of look.
I suggest using a new layer for each new colour you want to layer on top of the drawing (multiply mode would simulate how watercolour is a transparent layer on top of the painting.) Paint the area with the chosen colour. Then lock transparency for that layer and switch to a darker shade of your chosen colour and try to paint a thin edge on the area where you have the most saturated colour. ^^ it'll be finicky so i'm not sure how worth it it is to try achieving a watercolour look in your piece ^__^

I got sai from a friend and it must have came with a few brushes and things. Along with that I have like 30 textures including Watercolor 1 pt, 2 pt, 3 pt and 4 pt. I do not know if they are the same thing or not. ,_,

did you set the fringe setting too low? there is a slider bar beside fringe and if it's too close to 0 then the fringe effect will be hard to see!
