I use Paint.NET (www.getpaint.net/download.html )
It's a free program where I save the image in which I want a base of, open a layer on top, draw the lines, and then delete the layer with the image and make any edits i see necessary in ms paint, which is actually a very capable program if you learn tips and tricks and shortcuts(thousands of tutorials online)
Paint.NET is actually a very nice program, especially for something free
