It quite easy to do that.
I can explain it here but hope I still remember how exactly to do it

The basic of this "effect" is using filter Surface blur in Photoshop (CS2 or higher). Than you should desature colours a little. Then add some star texture (I used one from ~SheisprettyStock ), low the opacity and erase it on the face.
And it´s done If you will need more help you can send me note

i think the photo softening is a little more than normal!
but its not important, it made your shot dreamic!
