From what I am getting,  since owen could beat the hell out of Chris, and shylow inherited her powers, Chris could not defeat shylow unless he was in his ultimate for.

You are correct, but at the same time not.  Shylow's actually stronger then Owen ever was.  The reason why she never showed her power until after she became queen was because her body was too small and delicate to contain it all.  Hence why fisures and dark markings appear on her skin whenever she enteres Demon Mode.
