First I do a little crappy thumbnail of the basic composition I want. When I decide on that, I do the bigger version with more detail in very light pencil. Then I go section by section, lightly, with colored pencil gradually adding on layers of color until it's rich.
Oh, and the best piece of advice I ever heard about drawing and coloring? Push your darks! Never be afraid to really bring out your shadows.
