Nocturnal targets real-life time of day, which works but doesn't really mesh with the rest of the game... and, clearly, there needs to be a Diurnal characteristic which, honestly, just about every Pokemon would qualify for.I got to use Gnaw again for this card and Alolan Raticate (which takes it to a whole other level), so I suppose I'm still happy with this one.

How about, instead of battling after the sun has set, Rattata has a coin or something on it. Every 3 or so turns, flip the coin over, and if it's currently on tails, then Rattata gets the attack/defense boost?

I think... that would work! I mean, there could be a coin set off the side, and certain elements (maybe just the initiative roll each round?) would trigger it to go from Day to Night or something.
