Ultimate Forms DO have a hair change. When Gohan turns Ultimate his hair gets a bit more Spikey and it Shows that his SSJ2 Hair is present

If anything, the "ultimate" form or unlocked potential as it is called in xenoverse, it would leave the hair the same and do nothing else.

Because that was just a layout for xenoverse 2 and they actually thought the game won't get good attention. They may also have not have had enough money for that part amd it would take a lot of software to do all the designs for the super saiyan hair. Game design, it is still go though.
