Discworld, by Terry Pratchett! It's an excellent satire series set in a fantasy world. This is pretty far into the "City Watch" subset of books.
This particular character is a government inspector assigned to audit the city police force... the captain doesn't take too kindly to it and makes the inspector come along to a riot to teach him a lesson.

Oh Terry Pratchett? Awesome I just started reading his books like a month ago. I love everything of his I have read. I have been trying to get my hands on more. The only City Watch book I have read was The Fifth Elephant. I really like it alot. I like how his work is so funny, yet very deep. Lots of cool thought stuff in them.
