Good point! I imagine women with heavy skirts might not have bothered with undies just for practicality sake- already so covered they extra layers are unnecessary and get in the way when you need to take care of nature's calls...
She has a very elegant air nevertheless.

That depends on the period you're talking off, but generally, women would wear underskirts or shifts for the same reason we wear underwear nowadays -- to protect the fabric of the outer clothing. In ages where few women owned more than one or two dresses and the deodorant was yet to be invented, that was your best choice. This, incidentally is also the origin of the shirt (dress shirt for Yankees), which was originally worn as underwear and used to reach to the knees, serving also as nightwear.
