Isn't that form meant to be the upgraded form of Model E? Model Ew's appearance is Elpizo's 1st battle form with Weil's armor influences. It's not purely Model W.
Model Ew is still an incarnation of Elpizo. There's no incarnation of Weil yet. That's what I'm saying.
