A proposed direct link from Port Colborne to Fort Erie which could drop a trip via the current NRT network down by thirty mintes (when going via Welland and Niagara Square in Niagara Falls).Stops are as follows:
Port Colborne City Hall (66 Charlotte Street, Port Colborne) - Transfers to NRT Route 25 (Port Colborne Link) and WT/PCT Routes 701 (East Community) and 702 (West Community)
Welland Street (27/28 Killaly Street East, Port Colborne) - Possible transfer point to WT/PCT Route 702 depending on timing
Elizabeth Street (375/378 Killaly Street East, Port Colborne) - Possible transfer point to WT/PCT Route 702 depending on timing
Weaver Road (1487/1488 Killaly Street East, Port Colborne) - Access to lakeshore hamlet of Lorraine via Weaver Road South

A final comment: You'll notice the blue dotted trail that seems to connect PCT Route 702 east of downtown Port Colborne with Ridgeway in Fort Erie. This is the Friendship Trail, the former pathway of the CNR Dunnville Subdivision rail line (ex-Buffalo and Lake Huron Railway). If a more direct express route between Port Colborne and Fort Erie would be desired, this could be turned into a bus rapidway while keeping the trail active.
