I have a trainer animated too.Not Black/White style though,it weirds me out for some reason.
I imagine this dude would be a psudo-rival,you'd see him everywhere and he'd be mildly important to the story,and yes,he'd challange you whenever he can find you,but the game wouldn't see him as a rival.He'd basicly babble about "Team Rocket" this and "Team Rocket" that,yet Team Rocket would never make its way to the region i'd set a fangame in if i could make one.
Yes,i did make it detailed enough that he actually has a red 'R' on his chest.
