10 years after the events of the main series, a holographic version of the Skywall suddenly appeared in the New World scattering massive quantities of Nebula gas across the country. Shortly thereafer, various transformation devices were randomly found all around Japan.

The nation was once again divided. Ryoma found a Build Driver and a Lion Fullbottle. He did not want to participate in the Rider War as he valued his own strength and did not want to rely on any trinkets to prove it. So he gave the Driver to his beloved younger brother, Daimonji Tetsuya. In hopes of protecting him from whats to come. Tetsuya was an engineer from the Touto Institute of Advanced Matter Physics and he was ecstatic to become a Rider himself.

However, one bottle is not enough to transform. Fortunately, he had the means to create the Panthera Tigris, an attachment that can utilize one bottle to transform. Despite his effort in creating the device, his untrained body could not withstand the strain of being a Rider. He further pondered how even a weak person like him could ever become a hero. Suddenly, the research institute was caught in the crossfire between a battle of Hokuto and Seito Riders.

Ryoma burst into action to get them both out of there, but reality dawns on him. He realizes the gap between those that say Henshin and those that do not. Despite his best judgement, Tetsuya once again tries to transform to help his brother in any way but is instead left injured.

Hanging onto his pride, Ryoma still refused to acknowledge his weakness without a belt. But as soon as his brother needed help, he did not hesitate. Not even for a second. He equipped the belt and became a Kamen Rider.
