Well, Nepgear has the right idea. Kill the fanatics, and you gotta either kill them all or watch them come out stronger. Turn them to your side, and you get all of the benefits of being their leader. Common sense really.

Also, I'm going to a do Incest pairings of Neptune and Nepgear. Considering I can imagine that happening if the first quest in Victory is anything to go by, when Nepgear was happy to finally have Neptune to herself.

Gear's got a good point though, you can bend them to your will for, well...I assume she's still on the side of good despite this slightly twisted personality, then it's a lot better than just going balls out, destroying them all, and wasting all that potential.
Then again, I'd probably be with Falcom and Blannie in taking them out...partially because evil but partially also because being the hero is just too much fun! XD
