I love these 'oh s---' moments. We are accustomed to the concept of 'heroic agency' when it comes to MMOs, role playing games, and action movies. Of course the hero has a weapon, the skill, and the means to take action or defend themselves. Here? Not so much. No weapon, no skill, and she only has her wits.
You are faced with an immediate and life-impacting open-ended question, what would you do? It is one of those moments in those 'choose your adventure' books where you are faced with a choice that could lead to THE END quickly, take you back to isolation and loneliness, or take you somewhere interesting.

I wouldn't stay on the roof of a building.
I suggest a stealth observation.
If he or she has a gun there are two possibilities:
1) The area is infested by threats, human or not. Better stay safe and try to understand what's happening
2) He or she is a looter preying on other survivors. Dawn has not a gun, so better avoid to be a victim!
