It means to classify an athlete as unfit to compete and have them replaced in the rosters without cutting them from the team. Most universities will still award scholarships and other goodies to redshirt'ed athletes, even though they might not compete for the full year, and not hurt their chances at qualifying for the team/scholarships/etc. the following seasons. Sometimes they do it because they get freshmen that are good, but the team is full, so they "redshirt" them to keep their benefits and keep them on the team for when they do need them. Other times, they'll redshirt them if they're injured or expecting.
