I honestly don't know. I doubt they are reformed mutants. Phil had the idea and asked if they exist and I said, sure!
On the spot, I think of them more like a mix of the Sons of Anarchy, the wannabe Batmen at the beginning of the Dark Knight, and the Bats in the video game Gotham City Impostors.
I may revisit the idea later.
