Yeah. One of her powers is the ability to adjust her chlorophyll levels. Lowering those levels reverts to her more human appearance.

Hmm..how exactly do the inhibitor collars work? Since Poison Ivy's powers are not from a single "metagene" but due to a research experiment. Unless the collars can be specifically tailored to the subject? Do they work on "natural" powers such as Kryptonians or Martians?

In DC, they are just called metahumans may it be natural or non. However in marvel there are two types: mutants & mutates.

Comic book science.
I like to think of them as creating some sort of interference field that blocks particular nervous system impulses and synapses from triggering, preventing one from activating things abilities outside of the "standard" human capability. They're extremely expensive and have to be calibrated to a particular inmate's capabilities and even then there are some things they are not able to counteract, like magical abilities or mystical knowledge. They can be used on Kryptonians and Martians, in theory, but it's just easier (and cheaper) to use Kryptonite or crank the heat up for those species.

Depends on the version of her origin: Animated, silver age, New 52, post-crisis, et cetera
This is my particular take on Poison Ivy which is a blend of her post-crisis and New 52 origins.
